When each of us faces phenomenon out of logics, firstly, we try to analyze it from different perspectives, then, at least to bring it nearer to the limits of logics. Nevertheless, if we do not succeed after many efforts, we consider the phenomenon as abnormal.
Let us try to conceive the extent of the fines for traffic offenses and compare them with other countries, and, of course, take into account the share of fines in revenues.
Perhaps, one of the most frequently encountered violations in Armenia is exceed of the speed limit. Article 124.4 of the Administrative Offences Act provides for a fine of 10 thousand AMD for exceeding 11-20 km / h speed limits and 30 thousand for exceeding 21-30 km / h speed limits.
Is the extent of those fines close to the international standards and what is the percentage of the content of our citizens’ pockets?
Hence, for the similar offense USA provides for respectively 90 and 100 USD, Russia 3 and 10 USD, Germany 27 and 90 USD, Belarus 4 and 10 USD.
Now let us match the extent of the fine to the content of the citizens’ pockets that get average wages in Armenia and other countries. The calculations are done by USD.

Putting aside the state data on the average wages, let us conform it to the minimum wages.

The picture is getting gloomy if we consider the driver is a pensioner who gets the minimum pension.

It is clear that in Armenia the extent of the fines is out of logics, consequently, all the comments and justifications are condemned from the beginning in case of 35 percent poverty.
How we can justify the extent of the fine of 30 thousand when the monthly amount of a consumer basket is 28 thousand in accordance with the calculations of the National Statistical Service.
Armenian traffic roads are not famous for their safety as there are no appropriate traffic signs ensuring road safety. Therefore, such extent of the fines forces the drivers to strike a bargain with traffic policemen.
Why aren’t the drivers given an opportunity of choice as it is in any civilized country? For example, to deprive the driver of his driving license for 2 or 4 weeks terms or let the insolvent driver choose which version is more appropriate for him and his family.
There are many cases when traffic signs have been changed deliberately after installing the speedometers, the speed has been limited in order to raise the effectiveness of the speedometer. No explanation is needed to comprehend the logics of multiplying the extent of the fine in case you do not pay it in time.
