When Napoleon was asked how to write the Constitution of France, he answered. “Short and uncertain.” We face short and uncertain responses or formulations in every step and at different levels.
Sergo Karapetyan, Minister of Agriculture, frequently addresses to the society with such formulations. For example, 2 years ago, in order to hide the fact of the elite wheat seeds of poor quality, the latter announced that the year was unfavorable and the seeds were of good quality.
This year’s frostbite happened on April 23 and 24 and the hail followed on May 12 in Armavir marz did not persuade the Minister of Agriculture that the year was not favorable but tragic for the farmers.
The Ministry of Agriculture has already been preparing the society about the double-digit economic growth in the agricultural sector to be stated at the end of the year. This is evidenced by Sergo Karapetyan’s recent statements that the volume of non-cultivated land has been decreased, apricot exports as well as purchases of fruit and vegetable have been doubled. At the end of the year he is supposed to collect some uncontrolled records from the community governors and perform that Armenian agriculture has provided unprecedented increase in crop yield and some 30 percent of economic growth.
Therefore, these are indices, accuracy of which cannot be verified, but there are indices that show the opposite.
If previously they counted that in different communities these amount of agricultural plots were not developed, today it is much easier to calculate the cultivated ones. Like this, 80 percent of the agricultural land in the bordering Araks village of Armavir marz is left uncultivated according to the villagers. Or, for example, Kamsar Stepanian, who owns 1.1 hectare apricot garden in Bambakashat community of Armavir marz. Every year he got 17-20 tons of apricot. This year due to the hail he got 4-4,2 tons of low-quality apricot, the price of which is 50 AMD.
Social conditions of farmers have reached the extreme poverty level. Even village children of 3-4 years old, realizing the fact that their parents are facing daily bread earning related problem, want to participate in solving this problem with their infantile physical strength. The kids have already become professionals at collecting and cleaning the greens.
On the one hand village widespread poverty, loans, emigration, on the other hand statements of the Minister of Agriculture are completing the real image of the village.
Sergo Karapetyan is limited only with stating indices of export and purchase. So let us be patient and wait for the indices of agricultural products, which, in honor of the Minister of Agriculture, have surpassed the indices of Soviet times.
