Suppose, a law-abiding citizen wants to get involved in the business sector of the provision of services in his community and, for this purpose, to construct a building. First, he has to rent a land or buy it by auction from the local authorities by competitive order and right to build. Suppose, the process is successfully completed, and the citizen has land lease or property certificate by the right to build.
The citizen needs to gather references on the availability of communications, which, by the way, costs money. Then, he has to order design and estimate documentation in the licensed design organization. After that, the design will be coordinated with 5-6 structures and local authorities, in order the latter to give permission of construction.
After obtaining all agreements and permission of community governor, he has to sign an agreement with the company licensed to perform construction in order to carry out installation works. At the same time he should conclude a contract with the organization licensed to control the construction works. It is natural that the services the latter provided are estimated in the form of money. These processes will take 4-6 months at best and considerable amount of money. After all, only a licensed construction company will begin installation works, and the other licensed organization will take under the control of the draft to be in compliance with the relevant construction rules.
In many cases, the last two contracts are signed, some amount of money is paid and the citizen performs installation works on his own. There are even fixed prices.
Illegal constructions can be found in many communities. So if anyone would like to carry out the construction in his desired place. Thus, it is possible to obtain permission from local authorities to install a temporary pavilion, which, by the way, is a simple procedure. Then on Friday morning the area will be enclosed by Persian traditional blue cover and after 18:00, ground surface works will be started. Naturally, calendar plan for the works is given from the appropriate place. After completing the base related works on Saturday, stone works can be started on Sunday. Monday is a busy working day and no one will disturb, and on Tuesday, when the building will already be constructed in 4-5 series, local officials and Territorial Inspectorate of the Ministry of Urban Development will visit the construction site. They will draw up a statement of the illegal construction work and fine 400 thousand AMD, which is not half of the amount to be paid for draft order. Until they draw up a statement and submit it, some couple of days will pass. However, the construction will go ahead. After paying the fine, technical issues remain, as to make sure that same people are not appeared in the site for the second time; which is the easiest problem to be solved nowadays.
After building the structure quickly, no one will bear any responsibility. Hence, the building will not be exposed to dismantling. At least, only the citizens who implemented the process without agreements in advance could face dismantling.
Then, local authorities will provide the relevant documents, and the construction, being legally recognized, will have a property certificate.
Otherwise, how we can justify or explain the buildings being grown up like mushrooms after rain in the communities. They do not comply with the minimum standards of urban development thus spoiling the architectural look of the community.
