The head of Armenian hydrometeorological service officially refused the frostbite happened on 23-24 April night. Hence, it means that Armavir marz farms moved its seedlings of cucumber, tomato, potato and strawberry to refrigerators on 23-24 April night, froze them and replanted to prove the fact of the frostbite.

If we ignore the expenses, then, how or by what mechanism the whole village was going to irrigate the gardens abundantly and at the same time how they will save the seedlings from the frostbite by means of smoking in case the farmers had already suffered losses because of the frostbite happened last night.
In order to protect seedlings under the polyethylene film from the frostbite, firstly, the villagers should buy several hundred meters of black polyethylene film to create a double layer, secondly, buy some two hundred candles to ensure the appropriate heat under the film and stay on duty all night. Those actions require time. During those days many peasants even got messages after 23:00.

Now let us see the forecasts of the official website provided by the Ministry of Emergency Situations, which was updated on 22 April. According to the website, in Armavir it was forecasted 4-7 degrees on 23 April night and 2-5 degrees on 24 April.
Therefore, the refusal of the frostbite announced by the head of Armenian hydrometeorological service came to prove the inactivity of the service.
